Eligibility:

Candidate must Possess a degree in Arts , Science, Law, Commerce, Medicine , or Engineering of
recognised university or an equivalent qualification and thereafter

  1. Have administrative ,executive or supervisory experience in a responsible capacity for not less than Five years
    in Government , Semi- Government or any big industrial or commercial concern.
  2. Candidate should give details & submit evidence regarding administrative experience , supervisory experience
    or executive experience.
  3. The experience of ex-armed force officers will be considered as supervisory experience for the duration they
    served in armed forces as commissioned officer.

Selection Procedure:
Objective Test + Interview
Final Merit list will be based on total marks obtained in Objective Test and Interview.
Objective Test - 2 Hours
Exam Date: 8 January 2012
Syllabus:1) Administration and Management : Principles of Administration, organizational structures
with special reference to Municipal Corporations, The Bombay Provincial Municipal
Corporations Act, 1948, 74th Amendments to Indian Constitution , Areas of interface between
the Government & the Municipal Corporations, Local Self Government, Concept of
development administration, key concepts of Management-planning, organizing, authority,
delegation, control, Human Relations; Responsive administration, E-Governance.
2) Personnel & financial Management : Manpower planning , Recruitment and selection ,
Performance appraisal , Conduct rules & disciplinary proceedings , Training & development,
Motivation, Leadership & Team Building. Budget, Budgetary process with special reference to
Municipal Corporations, Performance budgeting, Zero-base budgeting, Audit, SAP system
and its uses.
3) Project Planning & Appraisal : Project formulation & assessment , CPM & PERT operating
requirement & cost viability of the project, PPP & BOT projects; Public Transport, Different
authorities in planning and appraisal for Mumbai Metropolitan Area.
4) Disaster Management : Principles and Techniques – Type of Disaster, Vulnerability of
Mumbai to Natural & Manmade disaster, History and case study of disasters in Mumbai in
last 25 year, Methods of disaster mitigation in context of Mumbai.
5) Urban Development : Socio-cultural background of Mumbai city, Industrial Development,
urbanization, Management of resources for urban life, slums and slum dwellers, Town
Planning and development, Environmental, Public Health etc., specific problems of Mumbai &
their remedies, Acts and Rules relating to them, SRA schemes, Human Development Index,
JNNURM, sound pollution and related case studies & court cases, Encroachments on roads
and footpaths and actions taken by BMC, FSI, CRZ, Illegal construction and regularisable
construction.
6) Basic Principles of Law & Judiciary : Fundamental rights, Personal Laws, Equity &
Jurisprudence, RTI, Human Rights, Principles of Natural Justice.
